Why is there a restricted can/cart policy for curbside garbage collection in urban areas?

Operational issues are associated with garbage collection from cans, carts and boxes. Ultimately, by reducing the time it takes to collect garbage from each address, the County reduces the costs associated with the curbside collection of garbage and thus reduces budget impacts.
