Roads Division
The Roads Division is one of two divisions in the Engineering Services Department.

Mission of the Roads Division
To provide a safe and efficient transportation network for the movement of people and products throughout the County of Wellington, to preserve the public investment in the road system, and as much as possible, to protect the natural state of our surroundings.
The activities are many and varied, and consist primarily of a combination of administrative and field operations.
Administrative Operations
- Budget preparation and cost control
- Directing the maintenance operation, survey and day labour construction
- In-house design of traffic signals, and rural road construction
- Directing consultants doing road, and bridge reconstruction and rehabilitation design work
- Procuring and administering maintenance, construction, material supply, and equipment contracts
- Commenting on development proposals, severance applications, minor variance applications, zone changes etc. as they affect the County’s Road System.
- Maintaining up-to-date roads related by-laws
- Administering the County’s access permit system, special event permit system, and sign permit system
- Administering the County’s Adopt-A-Road Programme
- Liaising with utilities, conservation authorities, and several provincial ministries and federal departments
- Up-dating the County’s road and bridge condition studies
- Maintaining vehicular accident records
- Scheduling traffic counts, turning studies, maintaining traffic information, and participating in transportation studies
- Responding to insurance claims, researching County records and preparing for insurance claim defense, and attending hearings for discovery and court sessions
- Involvement with municipal drains
- Involvement in the processing of accounts payable, accounts receivable and payroll
- Responding to inquiries from ratepayers, municipalities, politicians and others.
Field Operations:
- Winter maintenance activities which include snowplowing, de-icing, anti-icing, road patrol, thawing of culverts and drains
- Road surface maintenance which includes sweeping, pothole patching, crack sealing and grading, gravelling and dust control on gravel roads
- Shoulder maintenance, which includes gravelling, grading, and washout repairs
- Roadside maintenance which includes grass cutting, litter pick-up, tree cutting, tree planting, brush cutting, weed control, etc.
- Safety activities which include pavement line marking, sign manufacturing and sign maintenance, guide rail maintenance, and sentinel light maintenance
- Drainage and structure maintenance which includes ditching, bridge cleaning and culvert, manhole, and storm sewer cleaning and repairs, etc.
- Fleet maintenance and repair
- Inspection of entrance culvert installations, sight line adequacy related to severance applications and access permit applications
- Responding to inquiries from the public, municipalities, politicians, and others
- Liaising with representatives of utilities, conservation authorities, provincial ministries and federal departments, consultants, surveyors, etc.
